Report from 2 Observers from the International Observers Mission (MOI):
At 9:30 tonight we responded to a radio broadcast complaint regarding busloads of Nicaraguans, brought into the country presumably to vote in tomorrow’s presidential election. We arrived and parked a block away from ARENA national headquarters and immediately saw a truck on the other side of the street, which had about 25 men piled into the back. When they saw us they sped off around the corner. Then, with a police escort we arrived at the headquarters to be greeted by dozens of ARENA activists outside in front; they looked more than a little shook up, all the lights were on inside the headquarters and more ARENA activists were peaking out the windows, trying to play it cool.
We talked with the ARENA activists and snapped as many photos as we could of faces and license plates. We found the truck with the corresponding license plate as in the radio report, but no Nicaraguans to speak of.
Police and media people had left and right when we thought the party was over, a bright shiny SUV with flags that said “Yo No Entrego a El Salvador” (an ARENA front group) passed by the headquarters with two more huge trucks full of 70 to 80 thin mattresses in the back.
Eventually they passed around the corner at a creeping pace. Again we thought the show was over and returned around the block to where we had parked, only to see both trucks again, waiting at the corner, presumably for command from their bosses. We spoke a little more with the police and decided before leaving to check the headquarters once more. We arrived in time to find the trucks mostly empty, and about 15 ARENA activists, sweating from panic and hardwork, hurrying the mattresses into the headquarters. The police didn’t do anything, but only later explained that people pass by with mattresses all the time.
Reports have also been made in other municipalities of hundreds of foreigners being housed in preparation for the vote.

Esta noche las 9:30 respondimos a una denuncia transmitida por radios referentes a camiones llenados de nicaragüenses traídos al país, supuestamente para votar en las elecciones presidenciales del día de hoy. Llegamos y nos estacionamos aproximadamente a una cuadra de la sede nacional de ARENA e inmediatamente vimos un camión al otro lado de la calle, que tenía unos 25 hombres amontanados en su parte posterior. Al vernos se fueron rápidamente a dar la vuelta por la esquina. Entonces, con escolta policial llegamos a la sede y fuimos saludados por docenas de activistas de ARENA afuera y delante del edificio, cuyas luces estaban encendidas, y desde el cual se asomaban otros activistas de ARENA, hacienda ver que todo estaba “cool”.
Hablamos con activistas de ARENA y tomamos cuantas fotos de caras y placas automotrices pudimos. Encontramos el camión con la placa de licencia que correspondía al informe de radio, pero no habían nicaragüenses.
Se había ido la gente de la policía y justo cuando pensábamos que se acababa la fiesta, pasó un SUV refulgente que decía “Yo No Entrego a El Salvador” (una agrupación a fines de ARENA) por la sede con dos camiones enormes más llenos de 70 a 80 colchones en su parte posterior.
Eventualmente pasaron por la esquina a paso muy lento. Nuevamente pensamos que se acaba el show pero al dirigirnos otra vez a donde habíamos estacionado a la vuelta de la esquina, vimos nuevamente a ambos camiones, que parecían esperar mandos de sus jefes. Llegamos a tiempo de encontrar que los camiones ya estaban mayormente vacios y que unos 15 activistas de ARENA, sudando del pánico del esfuerzo duro, metían los colchones rápidamente en la sede nacional. La policía no hizo nada. Solo explicó más tarde que es común ver pasar a las personas con colchones cada rato.
En otros municipios también se han hecho informes de cientos de extranjeros almacenados en preparación del voto.
